Kevin joined PFM in 2019 via acquisition of Fishkind and Associates, Inc. in Orlando, Florida. His current responsibilities include providing financial advisory and assessment consulting services associated with PFM’s Community Development Districts within PFM Group Consulting, LLC. In addition to financial advisory services, Kevin offers consulting services associated with but not limited to transportation toll and revenue studies, K-12 schools analysis and market studies related to sports, leisure and cultural facilities.
Prior to PFM, Kevin worked as a member of Fishkind and Associates, Inc. real estate market group. In addition to the aforementioned consulting services, he has relevant experience in highest and best use land use analysis, detailed pro forma analysis associated with real estate transactions, and economic impact analysis.
As housing affordability remains a top national priority, policymakers in Washington are advancing a wave of legislative and regulatory initiatives aimed at boosting housing supply, expanding affordability, and reshaping the role of federal programs. In addition to the One Big Beautiful Bill Act, a bipartisan housing package—the 21st Century ROAD to Housing Act—has gained significant momentum, alongside ongoing regulatory changes at HUD that are impacting rental assistance, development incentives, and compliance requirements. This session will explore how these evolving federal policy developments are translating into real-world impacts for issuers, developers, and housing finance agencies. Panelists will discuss the implications for tax-exempt financing, the use of federal and state housing tools, and where new opportunities and uncertainties are emerging across the market.
